You say that your on atkins, but which phase? if you go a little longer on the induction phase that would help. Do squats, crunches/ sit ups, jog, swim, bicycle, drink as much water as you can, and always stretch your leg muscles. Look up some exercises on google that you can do to tone your abs and legs.
