“Over” has successful precedent.
A couple of years ago, a guy was shot from a cannon in Playas de Tijuana over into the Border Friendship Park (real name!). The BCIS was present to receive the human cannonball, who, being a WASP, did not need to be subdued or detained.
“Through” and “under” are more common, but slower and prone to interdiction.
